Role summary / purpose Implementation Leads provide a seasoned, in-the-field presence for projects and outages. They observe, coach and correct contracted workers on safe work practices and standards such as Health and Safety, Environmental, Keys to Life and Human Performance. The role involves conducting watchful, observational management of contractor activities occurring in the field, with 90% of the shift spent on field work and the balance in an office setting performing duties that support project success. Key responsibilities • Participate in Construction Execution Plan development by reviewing project scope, specifications, and contracts; participating in project planning meetings; providing input on constructability; reviewing risk matrices and mitigation strategies; supporting the Project Lead in plan development; and ensuring adherence to published plans • Support Construction Kick-off, Pre-Outage Planning, Construction and Operations Readiness Assessment meetings, and Outage meetings with project status and updates • Review Emergency Action Plans and ensure all contractors are fully aware of details • Confirm with Project Lead that all appropriate permits and state notifications are in place before construction activities begin • Verify contractor safety, equipment, and training qualifications, including welding certifications • Work with Project Lead and contractor on schedule development and resolve any schedule conflicts • Ensure all site facilities required for contractors to complete work successfully are procured and maintained • Identify NERC/CIP security access areas for which contractors may need approval • Review contractor Job Hazard Analyses to identify safety and environmental hazards • Act as the primary site contact for project contractors and perform frequent field observations and walk downs • Provide or arrange site safety orientation as required • Participate in daily pre-job and mid-shift briefs with contractors, emphasizing safety, changing conditions, work hazards, procedure compliance, and human performance error reduction techniques • Conduct walk downs of work areas to ensure hazard prevention measures are in place before contractors begin work • Hold LOTOs as needed for contractors as the Contract Work Leader Site Sponsor • Review and sign contractor time sheets as required • Communicate and aid in enforcement of site security guidelines • Ensure work area barricades are properly erected and labeled, and confined space/hot work permits are adequately administered • Encourage contractors to use spotters whenever dynamic situations exist • Contact management and the Project Lead if lack of contractor supervision is observed • Observe contractor behavior during construction and provide consistent daily observations in the field • Coordinate material and equipment receiving and storage with the Project Lead, contractor, and Station Representative • Alert Project Lead immediately to impending issues and needs • Monitor and ensure contractor compliance with Safety, LOTO, NERC/CIP, FME, and environmental policies • Keep personnel out of work areas and maintain properly labeled barricades • Ensure housekeeping standards are enforced • Ensure critical lifts are communicated in advance and follow critical lift plans • Provide project updates to Project Lead via construction reports/logs maintained in electronic format • Work with Outage Managers to ensure no conflicting work inte…
