Principal Project Controls Specialist – Quantity Surveyor Cayuga Combined Cycle Project Summary The Project Controls Specialist - Quantity Surveyor is a field-based project controls role responsible for validating construction progress, verifying installed quantities, supporting forecasting efforts, and providing accurate project performance reporting. This position serves as the primary link between field execution and project controls, ensuring reported progress, productivity, and forecast information accurately reflects actual site conditions. The successful candidate will have significant EPC construction and project controls experience, including quantity tracking, field verification, progress measurement, forecasting, and contractor performance assessment. This is a full-time onsite position supporting our client's Combined Cycle Project in Cayuga, Indiana. Key Responsibilities Quantity Surveying & Progress Measurement • Develop, implement, and maintain quantity tracking and progress measurement systems. • Validate contractor quantity reporting and earned progress claims. • Verify installed quantities through field walkdowns and contractor coordination. • Validate reported progress against actual construction status. • Coordinate with contractors and construction management to resolve quantity and progress reporting discrepancies. • Track earned progress, installation rates, and productivity metrics. • Reconcile contractor-reported progress with field conditions. Project Controls & Forecasting • Support project forecasting through analysis of quantities, productivity trends, and contractor performance. • Evaluate impacts of scope changes on progress and forecast completion. • Support change management and performance reporting activities. • Maintain alignment between field progress, cost reporting, and schedule performance. Analysis & Reporting • Prepare weekly and monthly project controls reports. • Participate in construction meetings, progress reviews, and field walkdowns. • Analyze productivity trends, installation rates, and forecast completion metrics. • Identify risks, constraints, and opportunities impacting project performance. • Support management reporting through dashboards, presentations, and performance summaries. Basic / Required Qualifications • Bachelor's degree and 10 years of related experience, OR High School Diploma/GED and 14 years of related experience. • Project controls experience supporting large EPC power generation, industrial, heavy civil, or similar construction projects. • Significant field construction experience with quantity tracking, progress measurement, forecasting, or performance reporting responsibilities. • Experience developing, maintaining, and analyzing quantity-based progress measurement and forecasting systems. • Experience performing field walkdowns and verification of installed work. • Working knowledge of project controls principles, including cost, scheduling, forecasting, change management, and reporting. • Advanced Microsoft Excel skills and proficiency with project reporting tools. • Valid driver's license. • Ability to work full-time onsite in Cayuga, Indiana. Desired Qualifications • Combined Cycle, Power Generation, Industrial, or Heavy Construction experience. • Experience with quantity-based earned progress methodologies. • Knowledge of Primavera P6 and schedule interpretation. • Experience supporting forecasting and change management…
