Role summary / purpose Lead a critical GIS data integration and migration program for acquired utility operations, managing the full lifecycle from data discovery through enterprise system integration, vendor coordination, and operational go-live. Key responsibilities • Lead the GIS data integration and migration workstream that brings acquired Washington-state utility operations into enterprise systems; coordinate day-to-day with consultancies delivering Phase 1 (system integration) and Phase 2 (data integration) and hold them accountable to scope, schedule and quality. • Own the integrated program plan with GIS as the critical path; sequence and manage dependencies across GIS, CIS, OMS, Maximo, ADMS and EMAP, including technical go-live, operational go-live, cutover readiness and post-go-live stabilization. • Manage the data requirements, design and migration lifecycle: source data discovery and gap analysis, finalization of data standards and processes, resolution of data discrepancies, import of source file geodatabases into the enterprise geodatabase, data clean-up, and QA/QC validation. • Coordinate ESRI and ArcFM configuration for the acquired territory, including system stored displays and supporting utility tooling; identify which tools are in scope and what additional licenses or development they require. • Plan and track ESRI licensing and environment needs, web map services, mobile field applications, daily data export automation, and procurement of third-party data. • Lead vendor and system integrator procurement, including SOW development, selection and negotiation for data clean-up/migration and middleware/integration services. • Manage the full integration lifecycle for each system interface: requirements gathering, detailed design, middleware SOW and procurement, development, system and integration testing, user acceptance testing, training, cutover, go-live and stabilization. • Facilitate cross-functional decisions on operational transition questions, including customer transition, OMS data handling, dispatch and operational authority, manual workarounds, and operator training. • Develop and maintain realistic schedule scenarios, cost estimates, funding requests, resource plans and field work plans; support funding approvals and negotiate trade-offs with project leadership. • Identify, track and mitigate risks arising from incomplete or inconsistent source data and legacy data models, maintaining risk logs and escalating as needed. • Ensure security and access requirements are defined and established for the acquired GIS and integrated systems. • Provide clear executive-level status reporting and coordinate communication across teams, the seller's team and external vendors. Requirements – education & experience • Bachelor's degree in business, communications, psychology, computer science or related field, or equivalent experience. • Five or more years in project management or a related field (e.g., scheduling, project coordination, business analysis). • Demonstrated experience managing GIS projects in a utility environment using the ESRI platform (e.g., ArcGIS Enterprise, ArcGIS Pro, enterprise geodatabases) — required. • Hands-on experience with GIS data migration, conversion or consolidation, including data mapping, geodatabase merge, cleansing and validation. • Experience managing system integration projects that connect GIS with operational systems such as OMS, ADMS, Maximo (EAM) and CIS. • Ex…
